Watering Tomoatoes

I'm on my 4th or 5th year of growing tomatoes and each year they split and I get maybe 1 or 3 that are good.
So, what's the right amount of watering? My garden is raised bed, 12' x 30". I currently have 5 emitters that put out about 4 gallons each in 15 minutes, and I run them every other morning.
When the temp starts hitting 100, I'll cover it with shade cloth.
For the first time, I just bought straw to cover the soil to help it retain some of the moisture.
The bed has 13 tomato plants, 5 green chile and 2 strawberry.
