horse poo in the desert

I did a manure search (insert pun of your choosing here) but didn't find anything specific to my situation so here I am.

I have a huge pile of elderly horse poo on my property (sitting in the AZ sun for 10 years). I'm not planning on growing veggies, but do want to ramp up my landscaping efforts with lots of native and drought-tolerant plants.

We have typical AZ alkaline, caliche-ridden sandy/clayey soil. Can I use the old manure in planting areas as an amendment to help loosen up the soil and make it more plant-friendly? Would the stuff on the top (that's been totally fried) be ok to use as a mulch or should I mix it with something? Considering its age, do I treat it like peat moss?

I've dug into the pile and under the first few inches it's a nice warm brown, a bit moist, smells like peat, light in texture. I'm building a compost heap and will add some poo to it, but there's at least a couple of tons in the pile.
