Tree Disease

I'm not sure if this is the right forum, but here goes:

I have this tree in my yard, I'm not sure what it is though I have seen a few (I think) on the northwest side of Tucson where I live. When we moved in it was only leafy on one half of the canopy. Now it doesn't have any leaves, but these small green leafy growths on the trunk, almost like sucker branches, but there is no branch. The bark looks like it has swollen off at the base of the tree.

My husband thinks we just need to trim the tree. I think it has some kind of disease, and we need to let the owners (we only rent the house) know.

I'm hoping someone might be able to help us identify what the tree is and if it's diseased. I'm not sure how to post images on here, but my user name is "arizonagarden" on flickr.com and those are the photos I've taken of the tree.
