I had the same problem. I increased the water and twice a week i hand watered it with a gallon of water (extra). In a week there was a marked difference and the plant just sarted to bloom and the leaves got their happy and glossy look back.

so should I put it back in a pot, and start fresh? its in the garden right now and I have cut it back trying to save it. should I just start fresh if I can?

Jasmine require moist soil. Only you can tell if your are accomplishing this. Also, this brutal summer sun is hard on all plants.
