Is falling citrus fruit specifically "annual"?

Can you provide some insight with a tussle with an Arizona HOA? I'm getting hassled about fruit that's falling when I'm not around to pick it up, or sometimes don't even notice - but I was told it's "an annual thing."

It's been my experience that with orange/lemon trees, there isn't a set single short time each year to tackle the issue of fruit falling from the trees - like there are specific times to attend to date palms and olive trees, I think. Seems to me that fruit falls off citrus trees for several months out of the year, doesn't it? Or wasn't I paying attention?
