Please help with father in laws grape vines

I was talking to my father in law yesterday about his grape vines. He knows that some sort of cutter bees are cutting and removing parts of the leaves. There isn't a lot that he can do about that according to some employee at lowes. But his concern is about why the leaves are yellowing and have a speckled appearance overall. They aren't that vigorous. I can tell you that they are in the native soil. He does fertilize them once a year. What suggestions do you guys think I can pass on to him to help. They are getting plenty of water.
