Hmmm...well the seed coat is stuck to the seed leaves (cotyledons) which can be a problem. You can try to break/snip it off so that the true leaves can expand. I would do it, but it's your choice of course.

Sometimes a batch of seeds produces one or two that have what I call "personal issues" where they just don't form well or color up well. I thin them out usually but if I only have a few or they're important I'll take pity. I think planting yours outside eventually (after s-l-o-w-l-y acclimating it to life outside) and maybe helping remove the seed coad (not the chunky greenish seed leaves) is about all you can do.
