Planter Bowls

I am new to gardening and have planted some trailing annuals in 4 large concrete planter bowls that are fed off of drip lines. Prior to planting the flowers I waterproofed the bowl walls and foam insulated the bottom opening to prevent water from escaping. These plants have never seemed to bloom well and always appear brown. I purchased a moisture indicator thinking they may be getting too much water and the water level is high on the bottom of the bowl and very low towards the top and sides where the root balls reside.

Was waterproofing these bowls the correct action? What do I do now?
