Grading Yard to Get Rid of Grass/Weeds?

Hello! I just got a house (okay, it's been a year, but I've been busy with the inside!) with a yard that's about a 1/4 acre. Unfortunately, the yard is covered with weeds and grass and has all sorts of sloping issues going on. So, we're about to get it graded, partly to have the yard slope somewhere other than the foundation, and partly to get rid of the grass/weeds.

I was thinking of putting down a pre-emergent and then either spraying, pulling, or digging any grass/weeds that pop up, but after reading one of the other posts on here, I'm concerned about using any chemicals and I'm worried that by moving all the soil around, I'm just going to cause the weeds to regrow with a vengeance.

I think the yard is too big to try any of the organic methods that were mentioned in a previous post (solarizing, cardboard + mulch, digging therapy), so I'm just wondering if anyone has suggestions on how to keep the grass/weeds at bay after the yard is graded.
