any Native grasses/forage experts in here?

We have some land in Northern AZ, Zone 5b, mostly small ground cover cactus, pinion pine and some taller pine. This area is part of an open range lease that has had cattle on it for a hundred years off and on, not sure of their grazing schedule, but there was cattle on it a few years ago, but haven't seen any recently.

There is "grass" in places that are fenced. The rest is eaten down to "dirt", sandy loam, and when it rains or snow melt it just runs off like mad until it gets a chance to soak in.

We are looking for some erosion control native grasses and forage we can get established. We've been researching data and found most of the info is for "wetter" states.

mean snowfall is around 18"/yr (up to 68")
