Artemesia VILGARIS - anyone????

Ok, I'm turning to all of you with a plea for help. Has anyone else grown artemesia vulgaris, true mugwort?? I've tried and tried... It's hard to find, I've been shipping from Canada to get a plant, and my plants inevitably wither, even indoors. But, I am thinking this SHOULD grow here?? Anyone? Any info? Experiences??

It's hard to find because most states where t grows well have classified it as a noxious weed.

it's too hot and dry here to grow it outdoors, and it takes too much light to grow indoors.
