Rabbit Scram

Has anyone else used rabbit scram? I seeded a border with cool season flowers, then spread rabbit scram on the soil afterwards. NONE of the seeds have sprouted after 2 weeks.

I contacted the mfr. and they said it doesn't affect germination (I'm doubtful.)
