Where and When to Cut

Hello! I hope you can see by these images. The bamboo is about 15' tall and is headed toward the water source across the path. It was transplanted here 2 years ago and is doing great. I wanted to remove the root/rhizome that is about 5' long across the path but wanted to also transplant it. When is the best time to cut it back ? And approx where do I cut it? I would really like to get as many cuttings as possible. First image is of the bamboo ( I don't even know the name of it ) Second image is the path it has crossed, slight incline across the path with the ends/tips reaching for the leaking hose. Last year it did the same thing but shot up a culm right in the middle of the path! I wish I would have not killed that one. My son and I cut it with a thin sharp blade that we cut our dead palm fronds with. That worked well as the soil is not very compacted. Any help/suggestions would be very helpful.
