Mold or Mildew ? Ants and Bugs !

My Bamboo (Just guessing that it is Japanese Timber Bamboo) has black dusty areas on the top of the leaves that can be brushed off (mold?) as well as teeny shiney pin head size dots that the ants are attracted to. I can see on the bottom of the leaves teeny white bugs with wings ! The images are not that good to see any of what I just described. If anyone can give me an idea what is going on that would be helpful. I'm going to the local nursery now but I thought someone might just now on GW !!

This is most likely aphids, which produce sticky, sugary secretions that are attractive to ants; these secretions also turn blackish over time. Hose off your bamboo, and then apply some simple remedy like horticultural oil.
