They are pretty hardy and may re-leaf, but I can't tell you anything more helpful without knowing what your Zone is and what your typical winter is like....

As kudzu said, it's quite possible that the culms still have viable leaf buds, and they'll leaf back out. You won't know until it warms up though.

You might want to try something hardier than golden bamboo because it is reputed to be one of the least hardy of the phyllostachys.

According to most sources I've seen, only the bamboos that are hardy enough to hold green foliage through winter are the only ones capable of reaching mature sizes in most cases.
