What you have is not a bamboo. It is commonly called Horsetail Rush(Equistetum hyemale) or one of it's close relatives.

It grows all along creeks here and tolerates some frost.

I have seen it grown indoors, and it looked very healthy, but I do not know it's indoor requirements.

Do an online search and you should find several online nurseries that sell it. If you can't find any, let me know, and I will find a nursery for you.

Looking at various websites, the Horsetail Rush seems to be aquatic. The plants I have seen in L.A. or Palm Springs were growing in soil (often in arid regions); along homes or in containers outside stores; and very, very dense, vertical, and usually trimmed to a flat-top. However, the individual stems look just like the Horsetail Rush.

Maybe I have taken a picture of the wrong plant?

The plant that you posted is definitely horsetail rush, but it may be one of the other varieties since there are several, but Equistetum hyemale is the most common one sold in nurseries. Also, the others look somewhat different from E. hyemale.

I grow some in a pot full of regular 'fill dirt' and it does just fine. I just keep the soil moist.

The wild growing horsetail rush here, grows in standing water and along the bank. We have been in a severe drought here until recently, and the rush looked great, even though it was growing on the creek banks, with no standing water in sight, so it must be tolerant of dry soil especially once established.
