First, it's not a very good idea to send bamboos in the middle of the winter because they will probably freeze in transit, and also if that is phyllostachys nigra, it won't be able to survive being brought into an indoor environment. If it's been inside for a long time, then you might not be able to get it back alive.

I can't tell exactly in that picture, but if it's a tropical such as bambusa lako, then it may be able to recover since tropical clumpers are known to grow indoors with enough light.

Give it lots of sun and it may recover. When I planted my black bamboo, the plants with the most sun exposure have just exploded with growth, while the plants that were more shaded have not shown much growth at all. I would also not let it soak in water for too long, get it into some moist soil asap, even if you have to go get a pot and some potting soil. I had my black bamboo in pots for the first couple of years. In the summer I put it outside, and In winter it was in a southwest facing window soaking up the sun.
