Is this Bambusa oldhamii?

This tall, clumping bamboo is growing in Huntington Beach, in Southern California. The culms are round in diameter, the height is about 30-40 feet, there are no color variations in leaves or culms, and no variations in culm shape. The shoots I saw were quite thin, about 1/2 inch in diameter, sprouting several inches outside the clump, and those shoots quickly sprouted leaves. There are multiple clumps of this same species around the apartment complex. In an earlier post somebody suggested it was Bambusa oldhamii, but I didn't have any photos to post at that time.
