bamboo root devision

I have several questions about dividing bamboo.

1 When is the right time of the year or season to divide bamboo clumps? summer, spring, dormancy or active growth?

2 How should divisions be planted. A couple weeks ago a friend sent two pieces of Fargesia nitida from the San Francisco area. He just pulled some out with roots attached, wrapped in a wet paper towel and put in a bag. It is still cold and wintery here in Reno so I potted them up with potting mix.

Do they need anything special now?

What is the best way to stimulate root growth.

3 Are there any any sources that sell bare root bamboo starts? Every one I see for sale is usually in a 3 - 20 gallon pot of soil. No wonder they cost so much. Bare root starts would be good for me if I could get them to take. Maybe its because its tricky?
