Transplanting Giant Black Clumping Bamboo? (Pic)

Several years ago you guys helped keep my giant black alive until I put it in the ground. It has always struggled, but last year put up one good shoot. I talked to a guy at a plant show who thought the sunburst was probably winning the battle in its current location.

So, can I did up the black and put it somewhere else with more space? Should I do it now (just before shooting season) or wait until after summer? How big and deep should I dig with really only two main shoots?

Here you can see it stuffed in the corner between the triangle palm and the sunburst. You also might notice that I seem to have a problem with planting several other things too close together...
