How cold does it get in your area each Winter? What type of soil do you have...sandy?

We are in San Diego. Our coldest would be about 40 degrees, and our hottest would be 90 degrees. We've dug out all the clay and rock soil between the retaining wall and fence and will be putting in new soil and amending the little that is still left. So, we should be able to create a good soil environment for whatever we decide to plant there. I am really leaning toward bamboo to go with the palms that we have, and try to create a tropical look. But, my neighbor is worried that the top of the bamboo that will grow over the top of our 6' fence will make a mess of her pool. Would the top of bamboo really make that much of a mess? I would really appreciate any suggestions. Thank you.

I've got 9 A.sulcata "Spectablis" planted along a 6' fence and they do drop a small amount of leaves (last years) year round -- not much to get concerned with.

They are not any more messy than any deciduous tree would be.

I'd be more inclined to believe that the neighbor is concerned about uncontrolled growth into their yard, which can easily be kept under control with the appropriate techniques and attention.

Sounds like a perfect area for some Bambusas. They are clumpers and most don't spread very much at all.

There are some varieties that only grow six feet in height, but you could plant a variety that grows taller, then trim it like a hedge to the desired height.
