Himal. asper looks ill

I planted a H. asper 9/08, and then in 11/08, a dog partially dug it up. I refilled the hole, watered, waited for the seasonal rains, and now the plant seems to have some new growth with lots of partially dead looking leaves on the old growth. The culms are almost black, most of the leaves look dead. It's planted in mostly sand in the fog zone of SF in an area where it gets sun approx. 7 hrs/day. My neighbor planted a lot of concrete about a year ago, and the bamboo is planted against the foot of the fence. Would the chemicals in the concrete leach into the soil and cause the bamboo to do poorly? Is there anything I can do to help this plant be healthy again? Or, is it wrong plant in wrong place? (I'd send pictures, but I haven't figured out how do include them in this space.)
