How tall does it get and how thick/colour are the culms?

It looks like one of the Borindas, but they are only cold hardy to 10F or 15F.

Perhaps the previous owner covered it each Winter to protect it from the cold.

All deadwood can be cut back, but I wouldn't cut any live culms or branches. It is set back enough with the freeze.

Unfortunately I do not have another picture and my camera is temporarily out on loaner. I'm 99.9% sure the previous owner did not cover these up every winter. He did mention to me that when I looked at the house it was the first year it was starting to grow faster. I actually had the same stuff on the other side of my yard by my pond and it required so much regular pruning to keep it in check I just ripped it all out and replaced with some Shenandoah switch grass. I'll probably just leave it as is and see what happens with it this summer (or maybe replace it as it's start to creep under the fence and into a neighbors's yard)
