Topping New Shoots to Lower Leafy Zone

My various bamboo have grown tall enough that they leaf out up around 6-8 feet, and below this is just the central stalk. I'm hoping to have some more foliage a bit lower.

At some point someone told me that if I top new shoots before they reach full height, the foliage will pop out lower. However, I haven't seen this documented anywhere. Is this true?
