Northern Virginia is about Zone 7, right? If so, most of the hardy bamboo will be evergreen and not lose a lot of leaves in winter or have a lot of leaf damage. Hardy bamboo are running bamboo. However, since you are so limited in space, you would need to put in bamboo barrier to keep it from invading nearby areas. Also, because of your constraints, you will want something tall with a non-weeping habit, and bushy from the ground up. Probably the best choice for you would be a hedge of Semiarundinaria fastuosa. If you want a hedge of clumping bamboo, you won't need barrier, but it will grow tall more slowly than a runner, and you will need more plants so it will be pricier. A good cold-resistant clumper would be in the Fargesia genus, like nitida or rufa.
