The reason bamboo seeds are hard to find is that bamboo flower very infrequently (in the range of once every 20-100 years, depending on species). There are a few species in flower now, but you really don't want to grow bamboo from seed unless you want to wait five years for a plant as high as you. You want to buy a potted, field-dug bamboo from a reputable vendor. If you tell us where you're located, we can give you some recommendations.
And skip the Heavenly bamboo (Nandina), as it's not a bamboo.

Some people have found seeds for sale on ebay. I buy my bamboo at bambooplantation.com, they have awesome prices and cold hardy bamboo.

I'll email you some suggestions for where to buy plants. If you do buy seeds off eBay, purchase from a U.S. seller as it is illegal to import bamboo seed from outside the country unless it goes through a lengthy quarantine period.
