"Green stripe bamboo" is a vague descriptive name for many bamboo, both clumping and running. I took a look at the listing and the slightly fuzzy photo looks most likely like a runner. If you could get the real species name for this bamboo it would be possible to say what it is. I can guarantee you that there are quite a few runners with green stripes, and I would tend to believe a seller who said a bamboo was a runner because many people would prefer to buy a clumper rather than a runner.

I'm pretty sure what they have in that picture is phyllostachys bambusoides castillon which is a moderately aggressive running bamboo.

If you are in zone 10, it might not even grow well due to the lack of cool temperatures, but I've never grown it there before. If I was in zone 10, I would grow some of the bambusas or better yet, dendrocalamus giant tropical species.
