Why won't this grow any taller?

I've been trying to create a bamboo screen for past three years I have a couple if different varieties but one if them that I bought the Phyllostachys aurea refuses to grow beyond about a foot tall. Lots of new shoots every year but they only grow to that height. Any ideas why?
