Bamboo tops 'halfway' winter killed -- cut or leave?

I'm really on the fence about this one.

Most years, it either dies completely or sails on through without much damage.

This year, most of them appeared to die off (in which case I just cut them all off and use in the garden as poles, etc) -- but now, they're leafing out, but it appears to be kind of weak, and there is still a lot of brown ugly foliage clinging.

So, would it be better to just cut all down, or should I leave it and see if it improves?

FWIW, I've got about 8 kinds of Phyllostachys. They all pretty much are in the same boat except for the Golden and the Yellow Groove, which are both completely top killed as I expect after a hard winter.
