Impossible to say. There are 100's of bamboo that match your description. Even very large bamboo can start out small. You could post a picture, but, unless it has some unique characteristic that would narrow things down, you're unlikely to get an I.D. because many juvenile bamboo look alike, and sometimes look much different from their mature appearance.
