I would think it to be Hibanobambusa tranquillans 'Shiroshima'

How big are those leaves? There are several variegated bamboos, but most have small leaves.

Looks like variegated ginger to me.

I am thinking shiroshima.

Looks a bit like my Pleioblastus variegatus - Dwarf Whitestripe Bamboo, but the leaves may be a little too large... You probably didn't check, but if the undersides of the new leaves have soft hairs it may be this species.

I agree with rfgpitt, it is one sold and planted here and looks like it. I planted another example near a pond but the vigorous weeds that came up later obscured it so I don't know how it is doing now.

Looks like it could be any of the following:

Sinobambusa tootsik 'Albostriata',
Pseudosasa japonica 'Variegata',
Pleioblastus simonii 'Variegatus',
and even Bambusa multiplex 'Silverstripe' at certain times of the year, but it is most likely,
Hibanobambusa tranquillans 'Shiroshima' or
Sasaella masamuneana 'Albostriata'.
