Bamboo in New York City

I have a small garden with a 7 year old bamboo in a 3' x 5' garden bed formed by retaining walls. All has been fine until recently when new shoots have started appearing in an upper bed which we thought was separated by concrete. We have been clipping the shoots and removing the roots in the area we are trying to keep clear as they appear. We're hoping to save and contain the plant. For the long term, we'd like to find a bamboo expert who can visit on-site to advise us on how best to proceed. I thought I'd post here for some knowledgable advice. Do you have a New York resource you can recommend? We've been in touch with various horticultural and botanical organizations in the city as well as the American Bamboo Society. It's a challenge to find someone in/near New York City. Many thanks in advance!

    It would help to see exactly what the bed looks like.

    Is it possible to slide a sharpshooter down the side of the concrete barrier in the bed with the bamboo inside of it?

    Doing so a couple of times a year will severe any runners that are trying to spread outwards.

    What kind of bamboo do you have?
