Could be. How persistent are the culm sheaths (i.e., how long do they stay on)? Ps. japonica has culm sheaths that typically stay on for months or years. It would also help if you posted a photo that better showed what the branching was like.

they stay on for years and they dont put out branches until the second year almost like arundinaria gigantea. So far its only one branch at the node. but I will get some updated pics with branches showing. Thank You Kudzu9.

There are also good pictures of Ps. japonica at the site. I am pretty sure you can confirm that's what you have by looking through those photos.
