In any case, I don't think you will get much, if any, new leaf growth. Bamboo in general are not like bushes and trees where pruning often promotes bushier growth from what is left behind. Occasionally, one may get some new leafing at some nodes after cutting back a culm, but I wouldn't count on it. You could always trim one or two culms and see what happens, rather than chopping the whole hedge down and being disappointed.

I am not a big fan of topping bamboo because if often leaves the plant looking butchered permanently.
