Fargesia Scabrida

I have a small Fargesia Scabrida(#1) in a 14" pot on my deck. I am keeping it here until I decide on the best place to plant it. I am afraid it won’t survive the winter. Should I bring it inside? If so how much light and water will it need?

F. scabrida is only hardy to about -5F and less hardy than that in a pot. I'd vote for bringing it in for the winter and treat it like any house plant: give it light and keep the soil moist.
