Fargesia seedling still not taking off?

I bought a #1 pot of Fargesia murielae three years ago. It consisted of ~30 tiny 10" tall culms and was clearly a new generation F. murielae. Fast forward four full growing seasons and it's still basically the same. Looks like a groundcover Sasa except still a tight clump with typical Fargesia leaves (even curl in full sun). Whose has experience with new generation Fargesia or the number of growing seasons before I might expect something taller than 12"? The F. nitida it replaced had no trouble throwing up 7' culms before it decided to flower.
