transplanting Chusquea coronalis bamboo

I have a fairly nice specimen of Chusquea coronalis, it's been in the ground for about 4 years. In that time it has grown in volume by a factor of 10 at least, which has surprised me given that my climate (cool and temperate, near San Francisco and 5 miles from the coast) is not exactly like its native habitat (see http://www.smgrowers.com/gardens/bamboogarden2.asp for more information on that). In winter the temperatures here can occasionally drop a few degrees below freezing, which is hard on it.

My question concerns when is the best time of year to transplant this bamboo. I would assume in the winter when it is dormant? I want to move it a few feet to a sunnier location, as a stand of black bamboo (P. nigra) that is located quite close to it has grown significantly in the past few years and now overshadows it.
