How to prune the Musa Banana

We live in Sacramento Ca. We moved into our home in August, it has a Banana Tree, we thought it was the most beautiful thing as it reminded us of our honeymoon in Jamaica. When the fall came it started turning brown, well then it just looked dead. I reserched here what to do. Our Landlord gave us no instructions. After reading here that we were suppossed to cut it back really short for the winter, we cut it back to about 3-5 feet last weekend. It has 2 big ones in the middle with skinnier ones around it. Within a day, it started sprouting new growth out of the middle. My question is, some of the growth looks green like new plants and some look white like PVC pipe...LOL

Also are we supposed to take off all the outer leaves?
