Basjoo not coming back?

Hi all,

Tried basjoo for the first time last year. In the fall when the first frost came, I cut the plant down to the ground and covered it with it's own leaves plus an additional 2 feet of red oak leaves. After that I put some scrap cedar planks over top to keep it dry. I uncovered in mid april and cleaned the slop off of it and let it sit...I'm still waiting with no signs of new growth. Is it safe to say that it will not come back by now? I'm surprised as my garden never got below -1 last winter and the basjoo was a foundation planting at the intersection of two walls. Everything I have read has indicates basjoo should easily take those conditions. Want to try again, should I just go ahead and order another or wait on this one some more?
