growing very slow

I have a banana plant that i've had for 2 years, and now its going onto its third year, and it hasn't produced any leaves from October-April, and I planted it outside in the ground in the middle of April, and no leaves since the begining of April, could it be ready to fruit, it has had suckers since August, and since i've had it it has produced 23 leaves, I have kept track of the leaves, it was about a foot when I got it, so i'm estimating it to have produced about 30 leaves. It is about 6 foot tall from the ground to its tallest point.
