Lots of shoots, but no flower!

I am cultivating a small variety of bananas and they are producing new shoots reasonably well; the Ice Cream grows even more shoots than necessary, in fact so many that it seems it exhausts itself doing so and therefore does not flower. It produced fruit once a few years ago. From last summer to this spring it was particularly warm, but still no flowers were formed. Can I do something, so it will bear more fruits and less stems and, if yes, what can be done?

    I have an ice cream that bloomed last year. If Im not mistaken they take 18 months to bloom.

    I thought that was about as long as it takes from blooming till the bananas are ripening.
    Well anyway, the oldest shoot nust be at least twice that many months old.
