Bring the whole pot down water every 10 days to 2 weeks sparingly (1/2 what you would normally) ex. summer watering schedule every other day 1 1/2 gallons of water, winter schedule 3 cups every 10 days to 2 weeks. Leave the leaves on some will die back naturally but this will allow the Basjoo to get the nutrients first.

As tophersmith said. Also, find a nice sunny spot for your potted banana. Basjoo's hate darkness and hibernating a Basjoo hasn't worked well for me. Don't cut the leaves. This is the only way the banana has to create photosynthesis which provides energy for the plant. Do not fertilize in the winter. Go light on the amount of times you water. Make sure the soil is bone dry on top before watering.
