Well, the CFL has the correct spectrum for the plant but nowhere near enough wattage. For the present size plant, you'll need to up it to about 400 Watts with a T5 HO/VHO fixture containing bulbs with a 6400-6500 Kelvin color temperature (what your CFL has). When you transplant it for outside growing late next Spring, put it in a 25 gallon pot. Next winter when you bring it in you'll need a total of 1200 Watts @ 6500 Kelvin and 11 feet of headroom.
