January pollen gathering

I,m located in the Pacific NW and new to beekeeping. On a warm day (12 degrees celcius) I noticed some bees bringing pollen back. Is this a sign that the queen is laying?

That's a pretty good sign that she might be laying. The days are getting progressively longer. Sometimes they will lay one cycle if they feel that they need more bees, then they will stop for awhile. Did you take a peek inside? How are the stores?

No I haven't looked inside yet. It's been very wet here,23 days straight of rain and counting. I've been giving them granulated sugar on the inner boards. If we have a short break in the rain and the sun comes out they really go wild.
