Bees swarming?

I have a small courtyard behind my apartment. Every spring, bees suddenly begin appearing from the ground - I have to step very carefully so as not to step on one. They aren't aggressive, and I know they're coming from the ground b/c I see small holes in the dirt as well as little mounds of yellow sand. Some of them will gather in my potted plants and just sit there, as though resting. I thought initially that this time of year is swarm time, and that is what I've been witnessing, but every picture I see of swarming bees shows giant clusters on tree branches and other objects, which I've never seen these bees do - they just fly around the courtyard, low to the ground, for a month or so and then disappear as the weather heats up. Can someone tell me if this is indeed a swarming activity, or something else?
