Id this bee/wasp/yellow jacket?

| There is a small, furry bee, with yellow rings around the botton half, and small clear wings. They are building a nest(I presume) in the boards on the ceiling right outside the basement door. I must get rid of them and I want to stop them before they are done setting up house. It doesn't llok like the wasp pictures I have seen or any yellow jackets I've seen, but it does not like me coming out the basement door and charges me. Please help me get rid of them. I can see the hole in the wood that they are going into. |
