Nubee question about adding 2nd deep

Hello. I am in my second year and recently hived 2, 3lb packages on drawn comb. I completed my first hive check and see eggs and larvae in many of the cells and frames. When do I add the second deep? It too has drawn comb. Do I wait to see 70% capped brood?

You'll never see 70% capped brood frames,....perhaps 5 frames, the rest is honey and pollen.
Add second deep when you see about 90% full, jam packed bees.
