Too late to start bees?

Hello, I have a question for you experienced folks. I was supposed to get two packages of bees with queens the first week of May. That got delayed, and I am no looking more at the first week in June. Is that enough time for the bees to draw out comb, start raising brood and in general be strong enough to make it through the winter? Should I just wait at this point and start early next year? I am getting pretty anxious (and frustrated) as more and more of the forage plants that I counted on are finsihing blooming. I live in a mostly sub-urban environment with some wild areas close by. As far as I can tell I will be the only beekeeper in a 5 mile radius, as I see no other bees on any of my flowers. Do you think the typical sub-urban landscape will provide enough forage for my two hives to build up enough?
