expanding 2 old hives

I have access to two old hives, ten years old or more and never been attended to. They are bustling and healty, They were sitting on top of each other with the bottom board of the upper as a lid for the lower. Pulled the upper box off, placed it along side the lower and put a new box on each with lids. It's been about 6 weeks and when I go back to check box # 1 seems ok but # 2 box seems restless. Bees are just everywhere all over the front, and bottom of the box. Have moved hives before but mostly they all go in at night and not a problem . I want to move them soon and would like advice on how best to get all those bees back in the box for the move. Open to suggestions. Leo

You probably only have one queen between the two hives. Try giving hive #2 a frame of eggs from hive #1 and see if they start queen cells.

They most likely need more space too. Try adding a super of frames and foundation on top of each box. It will give them more room and something to do.
