5 weeks no capped brood

ok i have two hives i installed MAY 6 .

To day i inspected my hives and the one has like allmost 3 full frams of CAPPED brood why while the other one has none why would that be? I seen both qweens. Could THE one qween noT be breed? (I'M guessing not) I cleaned the top feeders out and added syrup what should i do get a new qween or will the hive be alittle late at making capped brood ?

any help would be nice . Also the hive has lots of honey and i'm not sure about the eggs i trying to see them but i'm not sure if i can see them or not.

What should i be looking for should i see baby bees yet?
